'The U.S. called for additional ``punitive' measures against Iran, citing the government's failure to give a satisfactory response to an incentive package aimed at ending its nuclear program.'

'The United Nations Security Council has passed three rounds of sanctions against Iran over its failure to halt its nuclear activities. The U.S. and its allies accuse Iran of harboring ambitions for nuclear armament, while Iran has said its program is peaceful and legal according to the terms of the Nuclear Non- Proliferation Treaty, of which it's a signatory.

Germany called on the other five powers to display unity in whatever action they take action on Iran, Foreign Ministry spokesman Jens Ploetner told reporters in Berlin today. He declined to give an assessment of the Iranian letter. Russian Foreign Ministry spokesman Igor Lyakin-Frolov said a decision on future action can only be made after the conference call.

``I think the most important thing we can do is let the political directors have their conference call and decide on their next steps,'' Perino said.

The U.S.-backed package to Iran includes the construction of a light-water nuclear reactor and a guarantee of a fuel supply. It also offers to improve Iran's access to international markets, support for its inclusion in the World Trade Organization and the modernization of its agricultural and telecommunication industries.

The offer includes a ``freeze-for-freeze'' deal that would apply for six weeks. During that period, Iran wouldn't add more centrifuges, fast-spinning machines that enrich uranium used to produce nuclear power or to build bombs. '
